Is tax evasion permissible if the state levies unjust taxes in a non-Muslim country?

The Details of the Question
- I live abroad and the state applies unjust sanctions in the country where I live due to the crisis; they cut back on salaries and increase taxes. People do not get much profit. They will almost sell at a loss. Therefore, they sometimes do not make out invoices. As far as I know, the concept of ideal state exists in Islam; that is, the conditions and operation of the state can be seen as a matter of mitigation in some sanctions. Will you enlighten us about the issue?

The Muslims who live in a non-Muslim country have to obey the laws and rules of that country. If they do not like those laws and rules, they can leave the country.
