If a musafir (traveler) has not intended to stay more than fifteen days in a place but stays there for a long time by changing his decisions frequently, he is still regarded as a musafir. If a person goes to a town to do a certain job and return after that, he is regarded as a musafir unless he knows that it cannot be done before fifteen days. If he knows that it cannot be done before fifteen days, he is regarded as a muqim (resident) even if he does not intend. Therefore, a person is regarded as a musafir if it is not certain that he will stay in a place more than fifteen days even if he stays there more than fifteen days.
