The Answer

A man who looks at haram commits a sin. If a woman wears revealing clothes and does not hide herself, no right of this woman is violated though the men who look at her commit sins.
A man who looks deliberately and by peeping at a woman who hides herself both commits a sin and violates that woman's rights. He needs to repent and ask forgiveness from the woman.
