One of the fards of wudu in Shafii madhhab is to wash the organs in order.

Tartib (Order): It means to wash the organs in the order that is mentioned in the verse. To wash the face first, followed by the arms; then, to wipe over the head and finally to wash the feet. If a person plunges in water and intends to make wudu after that, order (tartib) is not necessary for him. Order is not necessary in ghusl either.

According to Shafii madhhab, it is fard to wash the organs in order. Accordingly, it is necessary to wash the hands too while washing the arms. It is necessary for our Shafii brothers to be careful about it. That is, even if they wash their hands in the beginning, they have to wash their hands again after washing their face when they wash their arms.
