In Shafii madhhab, sequence in washing the organs is fard. However, we start washing the hands first. Does this not break the sequence? Yes, as you mention, sequence is fard in wudu according to Shafiis. It is sunnah to wash the hands at the beginning of wudu. For, it is not appropriate to wash the face with dirty hands. After the hands are washed, the sequence is followed; the hands are washed again with the arms including the elbows after the face is washed. This second washing is fard. The first washing does not replace it.
The hadith of the Prophet regarding washing the hands up to the wrists before starting wudu is as follows:
