The substances like nail polish that forms a layer on the body and that prevent water from reaching under the organs prevent wudu and ghusl too. It is necessary to remove them before wudu or ghusl.
However, the make-up substances like hair dye and henna that do not form a layer on the body do not prevent wudu and ghusl.
Accordingly, when women use hair dye that does not form a layer when they are in menstruation, it does not prevent ghusl.
