Is it permissible to bait a hook using a worm while fishing?

The Prophet (pbuh) prohibited hunting and killing animals for fun, without the intention of eating their meat. (Nasai, Adahi, 42)
However, people are allowed to hunt and kill some animals if they are beneficial for men and in order to be protected from harmful animals. (Bukhari, Bad’ul-Khalq, 16).
Baiting a hook with a living worm, etc. in order to use it to catch another animal seems to be permissible since it is beneficial for people but it will be more appropriate to avoid it if there are other alternatives.
