If a woman starts to menstruate while fasting, her fasting is invalidated. Therefore, she can eat and drink after that. She needs to perform fasting for one day after Ramadan for that day.
It is not permissible for women to fast on the days of menstruation. Even if they do, they are not regarded to have fasted. They have to perform them again when they are clean.
