Can a woman have a sexual intercourse with her husband when her menstruation ends but before she makes ghusl?

According to Hanafi scholars, a woman can have a sexual intercourse with her husband after menstruating for ten days, which is the maximum number of days for menstruation, and if the bleeding stops without making ghusl.
According to Shafii and Maliki scholars, she can have a sexual intercourse after making ghusl. According to some scholars, if a woman whose menstruation ends washes her genital organ, she can have a sexual intercourse without making ghusl.
This difference originates from what is meant by clean in the statement in the following verse:
"…and do not approach them until they are clean…" (al-Baqara, 2/222)
According to Abu Hanifa, the cleaning here means the end of menstruation. Therefore, it is halal to have a sexual intercourse after menstruation ends without making ghusl. However, it is mustahab to have a sexual intercourse after making ghusl.
