Is it permissible for a man make his wife who is in menstruation reach orgasm by caressing her with his hands without having sexual intercourse, and for a woman to do the same thing to her husband?

It is forbidden for a man to have sexual intercourse with his wife who is menstruation or in puerperium and to touch her between her navel and her knees. This prohibition is also mentioned in the Holy Quran:
“They ask thee concerning women's courses. Say: They are a hurt and a pollution: So, keep away from women in their courses, and do not approach them until they are clean. But when they have purified themselves, ye may approach them in any manner, time, or place ordained for you by Allah. For Allah loves those who turn to Him constantly and He loves those who keep themselves pure and clean.” (al-Baqara, 2/222)
It is not haram for a man to make his wife reach orgasm with his hand when she is in menstruation. It is also permissible for a menstruating woman to make her husband reach orgasm with her hand.
