Can prayers be performed with the shoes that are worn outside by wiping over them?

Wiping (masah) over shoes:
It is permissible to wipe over shoes that are in accordance with the conditions of khuff. When the shoes are taken off, the wiping valid for them is broken. After that, one can make wudu and wipe over khuffs.
It is permissible to wipe over boots or shoes that resemble boots worn over khuffs after khuffs are worn and before khuffs are wiped over and before wudu is invalidated. If the boots are worn after wudu is invalidated, it is not permissible to wipe over the boots.
It is not permissible to wipe over gloves, veil, hat and turban. (as-Sarakhsi, al-Mabsut, Cairo 1324, I/101-103; al-Qasani, Badayius-Sanayi, Cairo 1327/1910, I/10-11; Mulla Khusraw, Durarul-Hukkam, Istanbul 1979, I/36; al-Fatawal-Hindiyya, I/32).
Performing prayers with shoes:
It is permissible to perform prayers with shoes if they are clean. Today, janazah prayers are performed with shoes all over Turkey. For, there is no difference between janazah prayer and other prayers. Abu Maslama states the following:
I asked Anas bin Malik, "Did the Prophet (pbuh) perform prayers with shoes?"
Anas said, "Yes." (Bukhari, Salat, 24; Tirmidhi, Salat, 181)
However, if the shoes are not clean, it is not permissible to perform daily prayers or janazah prayer with them. Even if the shoes are clean, it is not appropriate to enter mosques with them.
