Can a woman perform a prayer in congregation with a non-mahram man?

It is makruh tahrimi for a man to be alone with a non-mahram free woman in a house. (According to some fiqh books, it is "haram". (see Ibn Nujaym, al-Asbah wan-Nazair, with Hamawi sharh) However, it is not haram if the rooms they are in are disconnected and if each room has separate locks or if they do not have locks but there is a barrier like a wall or curtain between them and if the man is a reliable man or the woman has a mahram person with her or if there is an old woman who cannot have a sexual intercourse but who can prevent an attack with her or if he is very old like the old woman or the woman owes him some money and he is there to follow her. (see Alauddin Abidin, al-Hadiyyatul-Alaiyya, 1984,p. 243-44)
The Messenger of Allah (pbuh) states the following:
"None of you should stay alone with a non-mahram woman."
"When a man and a non-mahram woman are alone in a place, the third one is definitely Satan."(Bukhari, Nikah, 111-112; Muslim, Hajj 424; Tirmidhi, Rada', 16)
It is makruh for a man to lead a prayer in a place like a house to women among whom there is not a mahram woman like his wife or mother. However, it is not makruh if they are in a mosque. Acting upon this statement of Sarakhsi's, some scholars say khalwah (a man and non-mahram woman being alone) is prevented if there is another man even though he is non-mahram but khalwah exists if there are non-mahram women except one of his mahram women and a reliable old woman and it is makruh tahrimi for a man to be alone with more than one non-mahram woman. Accordingly, it is makruh tahrimi, and according to another view haram, for a man to lead a prayer to a woman in a closed place due to khalwah. It is makruh for a man to lead a prayer in a place like a house to non-mahram women among whom there is not a mahram woman but it is not makruh in a mosque.
However, if one of the women is his mother, sister, etc, it is not makruh. Therefore, if a man leads a prayer to his wife and his sister, it is not makruh.
