Dear Brother / Sister,
Reciting Qunut supplications in the prayer of Witr and taking takbir for it is wajib (obligatory). Both the Imam and jamaat read the supplication of Qunut silently in congregational prayers.
When the supplication of Qunut is not read, sajdah as sahw (prostration of forgetfulness) is required.
Those who do not know Qunut supplication:
1. can recite only "Rabbana Atina" (al-Baqara, 2/201)
2. can say, "Allahumma Maghfirli" (O Allah, forgive my sins) three times
3. are also given permission to say, "Ya Rabbi" three times. (Ömer N. Bilmen, Büyük İslam İlmihali, p. 160.)
