Is it appropriate to read the Quran (the chapter of al-Ikhlas three times, al-fatiha, etc) in the mosque after performing the sunnah and while waiting for the fard prayer?

The Details of the Question

We perform the sunnah prayer and wait for the fard to perform individually or with the imam. Is there a supplication, verse, etc that is necessary to be read in the Sunnah? Is it necessary to read anything or can the fard be performed directly after finishing the sunnah prayer? Can the chapter of al-Ikhlas be read three times? Is it permissible to say al-Fatiha and make the congregation read it?

The Answer

Dear Brother / Sister,

It is not necessary to read something while waiting for the fard prayer. It is not appropriate to read the Quran aloud since some people perform the sunnah prayer in the meantime. Instead, it is more appropriate for individuals to make dhikr and say tasbihat silently.

To read "the chapter of al-Ikhlas" is a religious deed. However, there is nothing about reading or not reading it before fard prayers. The issue is not something related to the course of the daily life and that can be known by the mind. 

In that case, it is a bid'ah to read it in a way that will make the congregation think that it is necessary and that prayer is not perfect without it. For instance, according to Ibn Abidin (1250), who is an important Hanafi fiqh scholar, it is wajib to abandon bid'ahs like this.
