How is prayer for khatm al-Quran made? Is it permissible to make a prayer for khatm, say, when one is in the 22nd juz?

It is all right to make a prayer. A prayer can be made before completing a khatm al-Quran.
It is the best if the person who completes the khatm to make the prayer. This prayer can be made by uttering a few words. A short prayer like the following is enough after basmala, praising Allah and salawat:
"O Lord! I send the thawab of the Quran I read to the Prophet (pbuh), his family and Companions, the spirits of all believers and especially the spirits of my parents."
It is not necessary to give money to a person in order to have this person make a khatm prayer.
Besides, there are some scholars saying that it is makruh to make the whole congregation join the khatm prayer because something like that did not occur during the time of the Prophet (pbuh). (al-Fatawa al-Hindiyya, V/318)
However, there are some good aspects of making a khatm prayer in congregation like reading the Quran, uttering salawat and causing others to make a prayer.
