The translation of the verses in question is as follows:
“He Who created the seven heavens one above another: No want of proportion wilt thou see in the Creation of (Allah) Most Gracious. So turn thy vision again: seest thou any flaw? Again turn thy vision a second time: (thy) vision will come back to thee dull and discomfited, in a state worn out.” (al-Mulk, 67/3-4)
The order “so turn thy vision again” is related to “Allah's creation / Allah’s art of creation that is manifest in all beings” rather than seven heavens. Everybody is an addressee of this verse and everybody can find an environment where he can watch this creation of Allah/wonderful paintings of art based on their knowledge, culture and capacity. Some people observe the heavens with a telescope while others watch atoms with a microscope; yet others examine mountains, soil, trees and fruits that they see with their eyes. Everybody will have to say, “I have not seen any flaws in those created paintings of art.”
In the first verses of the chapter of al-Mulk, Allah's loftiness, power, domination in the universe and that everything is in His hand of power and that He can do whatever He wishes in the universe are mentioned; examples of His power are given in the verses that follow. They include the evidences that show Allah's power and management very clearly and they state that Allah created life and death in order to make people compete one another related to doing good deeds and in order to see who will make better deeds by obeying His orders and prohibitions.
In verses 3 and 4, whose translation is given above, attention is drawn to the complete and flawless creation and the perfect operation and system of the universe; it is stated that such a system of beings cannot have occurred by blind coincidence and that it cannot continue; it is also stated that it can be possible only through the creation and management of a being with superior knowledge, will and power.
