Who punishes those who commit fornication and theft?
Question 1: Is it permissible to perform prayers in a room where alcohol is drunk and cigarettes are smoked? Question 2: Can a group of people in Azerbaijan stone a person who has committed fornication? Can they cut off the hand of a person who has stolen something, which is contrary to current laws?

1. Prayers can be performed in a place where major sins are committed. If it is performed at the same time as the sin is being committed, it is makruh. However, if sins are not being committed while the prayer is being performed, there is no problem.
2. The punishment of the people who commit fornication or theft is given by the authoritative organs of the state. If the authorities of the state do not / cannot give this punishment, people cannot do it. In that case, that person needs to repent.
