Is it permissible to read the Quran next to graves?

It is sunnah to visit graves and to read the Quran and to pray next to the graves. As a matter of fact, the Messenger of Allah (pbuh) did so when he went to the Cemetery of "Baqi".
It is Sunnah to read the chapter of “Yasin” in the cemetery. As a matter of fact, the following hadith is evidence for it:
"If a person goes to the cemetery and reads the chapter of Yasin there, Allah will relieve the penalties of the ones in the graves. The person who reads Yasin is given as many rewards as the number of the dead people in the cemetery." (see Ibn Abidin, Raddul Muhtar, Ist. 1983, 3/503)
A person who cannot read the chapter of Yasin can read al-Fatiha, Ayatul-Kursiyy and al-Ikhlas. He prays as follows: "O Lord! Send the thawabs of what I read to such and such people and the ones lying in this cemetery."
