It is necessary for water to touch the skin under hair, beard and mustache, and among them. Even if they are bushy, it is necessary to make water reach under them. If the strands and the skin under them remain dry, ghusl is not regarded to have been complete.
However, it is not necessary for women to wash their hair that hangs down from their heads. It is enough to wet the hair roots. Since men do not have to lengthen their hair, it is necessary for them to wash all parts of their hair if their hair is long.
