"Man la yarhaman-nasa la yarhamuhullah." Is this statement a hadith? What does it mean?

Yes, it is a hadith. The meaning of the hadith is as follows:

Abu Saidil-Khudr narrates: The Messenger of Allah (pbuh) said,  

"Whoever does not show mercy to the people, Allah will not show mercy to him." [Tirmidhi, Birr 16, (1923).]

The hadith encourages us to show mercy to people. In another hadith, the mercy includes all living beings:

"The ones above the heavens will not show mercy to those who do not show mercy to the ones on the earth."  

Ibn Battal states that Muslims are encouraged to show mercy to all creatures, believers, unbelievers, animals, etc. He says, "Mercy should be in the form of giving food and drink to living beings, not to put heavy loads on animals, not to beat them, not to deprive them of food, not to tire them, etc."

The following is stated is stated in another hadith:

"Mercy is not removed (from anyone) except from a wicked one."

Thus, attention is drawn to the fact that mercilessness is a sign of eternal loss.

The following is stated in a verse: 

"If ye did well, ye did well for yourselves..." (al-Isra, 17/7)

Thus, attention is drawn to the fact that the mercy shown to the creatures is actually mercy for the person himself.
