It is fard al-kifayah to listen to the Quran and sunnah to read it. As a general rule, fards gain man more thawabs than sunnahs. However, this might vary based on the situation.
Firstly, it is not appropriate to find someone who is reading the Quran and to try to listen to him instead of reading the Quran with the thought that listening to it gains man more rewards.
Secondly, while the one who listens to the Quran obtains the thawab of the fard, the one who reads obtains the thawab of the sunnah along with the thawabs obtained by the listeners since he causes them to listen to it.
Thirdly, it is not certain to whom Allah will give rewards. It varies base on the sincerity of the person.
Fourthly, a person sometimes enters a spiritual atmosphere by reading the Quran and is saved from a big sin; and a person sometimes enters a spiritual atmosphere by listening to the Quran and is saved from a big sin.
Thus, the issue of thawab is not something fixed. It can vary based on the sincerity of a person and conditions.
