- The following phrase exists in the verse: “We gave Moses the Scripture and the Criterion (between right and wrong).”

- It is definite that what is meant by “al-Kitab (the Book/Scripture)” is the Torah.

- There are three views about the word “al-Furqan” mentioned in the verse:

The first one is that the word “al-Furqan” here explains the word al-Kitab (the Torah), stating that it has a characteristic that distinguishes between right and wrong.

The second one is that the word “al-Furqan” is used for some of the decrees in the Torah. The first of the translations that you saw used this second meaning and the other one used the first meaning. 

The third one is that the word “al-Furqan” mentioned in the verse indicates the miracles that were given to Hz. Musa like – the white hand, the staff of Hz. Musa and splitting the sea into two. (cf Razi, the interpretation of the relevant verse)
