Is it a sin to go to places where one might be exposed to harams?
If I go to a shopping mall or a public place where I might see women dressed inappropriately, is it regarded as approaching fornication?

To answer the question correctly, it is necessary to distinguish between two different situations.
First, it should be noted that going to a shopping mall, street, market, workplace, or any public place where people are present does not, in itself, mean approaching fornication because people live within life, and it is impossible for them to live a life completely isolated from society. Islam does not prohibit people from meeting their legitimate needs, working, shopping, and participating in life.
However, there is an important point to note here:
The fact that something is not haram in itself does not always make it right for a person to choose it. A believer should ask himself not only, “Is this a sin?” but also, “Where will this behavior lead me?”
For example, entering a room containing poisonous gas is not wise, even if simply being in the room does not immediately cause poisoning, as it involves taking an unnecessary risk. If one must pass through such a room, necessary precautions should be taken; however, entering it and remaining there for an extended period without any need would be reckless in the face of danger.
A similar sensitivity is in question regarding protection against sins. Things a person inevitably encounters are not the same as the environments he enters by choice. A person who encounters a forbidden sight while walking in the street, going to work, or fulfilling a necessary need is not held responsible for it because there is a difference between an encounter that occurs outside of one’s control and intentionally looking at such sights.
However, it is not appropriate for a person to deliberately go to environments that will strain him and negatively affect his heart and soul, especially when he has no need to do so because a person’s heart and gaze are trusts that must be protected. Allah states the following in the Quran: “Say to the believing men that they should lower their gaze and guard their modesty...” (an-Nur, 24/30), thus considering not only the actions themselves but also the paths that lead a person to those actions.
For this reason, the criterion is as follows:
If there is a legitimate need to go somewhere, one goes; however, he takes the necessary precautions to protect himself. He controls one’s gaze, avoids looking around unnecessarily, and tries to protect his heart.
However, when there is no need, knowingly entering environments that will put a person under pressure, arouse his desires, or increase the likelihood of falling into sin is not behavior befitting a believer because a wise person is careful not only to avoid falling into the fire but also to avoid approaching it.
In conclusion, going to a shopping mall or being in a public place does not mean, in itself, approaching fornication. However, knowingly exposing oneself to environments that could lead to sin when there is no need to do so is not the right choice. If there is a need, one should go by taking precautions; if there is no need, staying away is a better course of action in terms of protecting the heart and willpower.
The aim of a believer is not only to “avoid committing haram acts,” but also to block, as much as possible, the paths that lead the eyes and hearts to haram things.
