Does wind/gas coming out of genital organs invalidate wudu?

The following is written in İslam İlmihali (written by Ömer Nasuhi Bilmen) in the list of the things that do not invalidate wudu: "9) Wind coming out of genital organ of man and woman whether it has a smell or not." What is meant by this item?

Dear Brother / Sister,
Wind/gas coming out of genital organ (front part) of man and woman whether it has a smell or not does not invalidate wudu. This is something that can happen to some people though very rarely. However, this does not invalidate wudu and prayer. Wudu is invalidated due to the wind coming from anus.
